Legendary Effects are special prefixes that appear on any given weapon or armor, adding significant boosts to them. The armor provides high resistance against physical, energy, and radiation damage and can be upgraded for further protection. The combination of Unyielding and Bolstering is one of the best glass cannon builds in the game and is very effective when used appropriately.
The Secret Service Armor is an amazing set of armor. Some items may have been previously available, but can no longer be obtained, such as The Dragon. They may only be found with random effects, being earned as quest or Daily Ops rewards, looted from legendary enemies, or bought from Purveyor Murmrgh.
